My opinion only! HKSAR used the term "De-activiated" in relation to any weapons (firearms) and their accessories (magazines and ammunitions) refer the origin of any conventional firearm; magazines and ammunitions that are functional (live) and by all means changing them into "De-activiated" condition as per the HKSAR legal requirement. (every country have their own standard of de-activicated definitions, hence, no apple to apple standards and importing deactivicated firearms may violate the law of the destinated country.)

So clearly understood that in Hong Kong any firearms, magazines and ammunitions said to be deactiviated means form real .....as mentioned above. And a license required in Hong Kong.

However, if any "dummy ammunitions" means the follwings:-

qoute "A dummy round is a round of ammunition that is completely inert, i.e., contains no primer, propellant, or explosive charge. It is used to check weapon function, and for crew training[1]. Dummy ammunition is distinct from "practice" ammunition, which may contain smaller than normal amounts of propellant and/or explosive.[2] For example, the M69 practice hand grenade[3] emits a loud pop and a puff of white smoke.

A dummy is not to be confused with a blank, a cartridge for a firearm that contains gunpowder but no bullet or shot: a dummy does not produce an explosive sound like a blank does."

" "(reference form Wikipedia)

Under HKSAR legal term - there is ambiguity to define between de-activiated ammunitions and dummy ammunitions! Unless dummy only specified those red colour clear plastic look a like ammunition object! But in board term any used cartridge case (some drill holes) with bullet inserted without primer without gun powder also defined as dummy ammunitions or dummy rounds which is understood by general public under the common law. Usually, if anyone process small quantity of such dummy rounds which I think is not violate against the law to certain degree and the intention of using such dummy rounds also in consideration by the law as well.

Of-course, bare in mind every countries have law to protect their nation against any grey area arising from drugs, weapons...... to safeguard the nations.
