Some time ago i ordered a few stuffs from brownells which according to the producers' website they're not exporting them. I clicked on things such as rails n mounts and various stuffs that are under the category "available outside USA" and therefore should be able to ship to hk. When I received those shipment there were documents about the company selling restricted stuffs and exporting to me and that I promised not to sell or export to someone/where else.
So my opinion is:
1) if even major exporting firms are not exporting those things, such as most of the us made optics, then it probably means it is too troublesome even for big firms to export them
2) even if you can clear the custom at us side, there might still be trouble on the hk custom side. I was tempted to buy a whole upper receiver but I'm quite sure it'd not pass the hk custom.
