I think the Paypal and Ebay work closely together in these few years and Ebay also claim that the buyer under the protection for the original price included shipping when bidding at Ebay and paid by paypal. My Company handled over 300 orders from Ebay and online shop monthly, as I know only the transaction in ebay grant the right to claim the seller ' Item Not as Described' . e.g. even the buyer find that the item was missing a screw or parts, he can claim you by this mean and paypal will hold the fund of this transaction. We always work with the buyer like partially refund and re-send missing parts in order to please them cancel the claim. It is because we tried to 'fight' against the buyer for the unreasonable claim in the past but all failed.
However, for the transactions made from online shop or paypal invoice, the buyer just grant the right to claim the seller 'item not received', that mean the seller can ship you a stone instead of something, but sure you can report to the police if they do so...
But please remember all the claim/complain should be made with 45 days after the payment, dont let the seller play you and burn your time
