As you can see from the photos I spent less than or equal to $6000 plus 3 extra magazines and 2 packs of interllect 9.6V 2000 mAh battery and a Mil-force M4 3 point sling.

For SWAT the cheapest China copy BDU cost about $250(I reccommand to buy tru-spec one which around $460-480)
Vest: Around 280-350 at War 3+1 (with badge) If he had excess money he could buy Guarder LAPD HRM vest which cost $1680 at 12/F.
Helmet:Copy one $80-100 real $600-1000
Alta:Knee pad around $300 or Mil-force or other copy which cost around $100
Boot: Hi-tech Magnum around $5XX
Gloves: Normex one GI issue around 2XX for blackhawk around $380

Therefore the cheapest way to buy those items is about $15XX.
Therefore I think he could prepare/reserve at least $500 for extra.

For US forces. I didn't do much research on it so I hope there are others could help him.
