首先根據U.S. Department of State ITAR Part 121.1 USML Category I
(f) Riflescopes manufactured to military specifications (See category XII(c) for controls on night sighting devices.)
即係設計比軍用既鏡都算係ITAR限制物
好多鏡公司都有講明邊到係ITAR限制物
用Leupold 黎做例子 http://www.leupold.com/resources/trade-compliance/
入面既全部都係設計比軍用既鏡
如果想出口要向U.S. Department of State申請
據某Dealer表示 要申請一支ITAR既鏡 除左要等鏡公司批之外
向U.S. Department of State申請都可以等死你 通常>1年 申請要美國人同好貴
好啦咁唔買ITAR既鏡啦
有D鏡唔係USML入面咪即係可以奇?
錯其實又係唔得(以香港計)
其實除左U.S. Department of State管制有關Rifle scope既野之外
仲有間叫U.S. Department of Commerce 即係所為既"EAR"限制
呢間又咩料?
根據The Electronic Code of Federal Regulations Title 15: Commerce and Foreign Trade The Commerce Control List. Part 774 "0A987"
"Optical sighting devices for firearms (including shotguns controlled by 0A984); and “components” as follows (see List of Items Controlled)"
Items a,b,c,d,e,f,g
講明係Controlled
而Country Chart 係FC1 同CC1
好啦呢個又咩野黎
跳去睇 Part 738 搵Hong Kong果行
見到有個"X" 係CC1到
即係
"0A987"物品奇去香港係要License

其實好多鏡唔係Department of State限制
只有D好似S&B啊Nightforce果d先話會係ITAR
好多時呢D Optical sighting devices都係比Department of Commerce限制出入境
因為香港係算恐怖主義潛在的地方
BTW點解會有D鏡返到黎香港
有可能係從Dealer到入貨
又或者.......即係咁明明S&B NF 夜視鏡呢D係ITAR但係都出到...咁實有方法既....我諗你明的
