If the upper set can fire in 1911, it is likely the upper set is ok. Have you tried to install the 1911 upper set to you Hicap lower frame and test fire (you may need to remove the small sub-rail in the slide first)?
Have you replace the hand grip? If yes, try to replace it with the original grip. This is the first thing I would do. If it still doesn't fire, replace with each original component one by one and test again.
