(1) No need to "攻", simply "佔" would be ok.
(2) After "佔" ... I don't need that many population in HK, they're just mouths to feed.
But it doesn't make too big a difference ... please check the total capacity of all 貨船同貨車同關口 ... how many people could leave HK within 2 weeks?
