It is the Waterloo Eagle which is one of the unique insignia of the "Blues and Royals" of the Household Cavalry, under which Cornet" Harry Wales" serves:

On full dress uniform (the one with the breast plate and dragoon helmet), it is worn on the upper left sleeve.

The "Waterloo Eagle" was worn proudly onthe full dress of "Blues and Royal" very much like the bearskin is worn by the Foot Guards, which was originally the headgear of Napoleon's Imperial Guards,  defeated by the Coldstream Guards at the Battle of Waterloo.
