As a recruit they would suggest you to soften your boots first,
1.) Dipping your boots with hot water (Boil water) for a while, last at least 15 mins and keep this way at least 3 times.
2.) There are no any differences whatever your boots is dry or wet since you don't put your feet into your boots anyway.
3.) Use piece of polish cloth with full of water (Don't use Petrol/Alcohol/Lighter sort of stuff as beginning since you are not the experienced dresser), wipe some polish and dipping with somemore water then genty keep rounding circle on the top of your boots. Untill all traces of polish is gone then do second round then.
4.) Keep doing this way at least 5 times then you may found your boots is come shinny then that's the bit what you look for!!
