There are many difference scales military maps in the service. However, for Operational purpose it would be 1:25000 as this is far more details.

I remember I used a 1:25000 map to pin point a house number in Wan Chee before.

However, people do use a 1:10000 map to place in Ops Room as then you can have one map to view all area. By saying that, if Ops Room need more details map they would use few 1:25000 to make together for display.

My conclusion would be 1:25000 still in the service and the reason Hong Kong now using 1:20000 is that such a small area do not need  a really detail map.

I am sorry to write in English because my hand writing pad for Chinese not work well at the moment.
