It's not possible for a council to go bankrupt in the same way as an individual or a business, but what it can do is issue a Section 114 notice, which is effectively the same thing.

哈克尼同諾咸頓之前都有issue過notice 114, 結果諾咸頓都係重組地區議會就了咗事
