I beg most of the government in the world require the applicant have a full knowledge of the official language.
Why Lawyer and Doctor need to have good knowledge in English?! Because it was required in their profession.
With the same idea that she had.... Since majority of the population is Cantonese speaker. Why border to study in English?! Just lower the bar for English proficency...
