Norinco and polytech copies so many different firearms. it doesn't mean that they're bad. They have pretty good steel compared to some more 'name brand' factories.
their AK's quality is great, so is their SKS... but little do some people know, some competition shooters base their 1911 on norinco 1911's.
of course, there are also failures.. a whole batch of M14's that Norico made had soft steel, because it wasn't heat treated correctly.
so it depends on which rifle/pistol/shotgun you're talking about
