The running cost of these rechargeable grenade seems lower than the Co2 grenade. However you need to consider the single unit cost is around $700 not included the gas.
Say every time a Co2 grenade is used it cost $15(shell+Co2) and the denote unit cost is $150.
(700-150)= 600
600/15= 40
that's mean you need to throw the rechargeable grenade for 40 time, then the cost will be even out, however I didn't take the cost of green-gas as a factor.
Further more you also need to consider that the unit replacement cost, the risk that your grenade could be lost or damaged. At worst case, if you throw a grenade and lost it, do your rather lost $150 or $700 ?
